{"id":496,"date":"2025-08-14T17:20:10","date_gmt":"2025-08-14T17:20:10","guid":{"rendered":"http:\/\/143.110.183.161\/palghartendar\/?page_id=496"},"modified":"2025-12-12T11:52:38","modified_gmt":"2025-12-12T06:22:38","slug":"special-grants-to-gram-panchayats-under-urban-facilities-scheme","status":"publish","type":"page","link":"https:\/\/pswada.zppalghar.gov.in\/en\/special-grants-to-gram-panchayats-under-urban-facilities-scheme\/","title":{"rendered":"Special Grant To Gram Panchayats Under Urban Amenities Scheme"},"content":{"rendered":"<section class=\"wpb-content-wrapper\"><div class=\"vc_row wpb_row vc_row-fluid\"><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><span style=\"font-weight: 400;\"><strong>Information about the nature of the scheme-<\/strong> <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Government of Maharashtra and Rural Development Department and Water Conservation Department Government Decision No. VPM-2610\/Pr.No.129\/Para4 dated 26 September 2010, under this scheme, special grant for urban facilities to large Gram Panchayats is required to provide the following additional facilities: Development of internal market, public lighting facilities, creation of gardens, parks, study centers, construction of roads within the village, construction of underground drains for sewage management,<\/span><\/p>\n<p><strong>Terms\/Conditions\/Eligibility for Participation in the Scheme-<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">1) Under this scheme, the Gram Panchayat should prepare a plan and get the administrative approval of the Gram Sabha. After that, the proposal should be approved by the Chief Executive Officer of the ZP.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 2) Technical approval should be obtained through the competent authority. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3) Budget and plan maps. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">4) Maintenance\/repair\/Gram Panchayat guarantee letter and Gram Panchayat resolution. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">5) The District Planning Board will have the authority to decide the priority order of the Gram Panchayats in the district. The District Planning Board will decide the priority order only from the Gram Panchayats whose population is above 5000 and which have participated in the Environmentally Balanced Prosperous Village Scheme and fulfilled the criteria of that scheme. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">6) 7\/12 survey of the site where construction is to be carried out or sample 8 survey of the site. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">7) Certificate stating that the work submitted is not proposed or approved from any other scheme. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">8) Site map of the proposed site. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">9) The proposal along with the recommendation of the Block Development Officer should be submitted to the Gram Panchayat Department, Zilla Parishad, Palghar. <\/span><span style=\"font-weight: 400;\">should be submitted to the Gram Panchayat Department, Zilla Parishad, Palghar.<\/span><\/p>\n<p><strong>15th Central Finance Commission-<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Government Decision No. Pnv-2020\/Pr.No.59\/Finance-4 dated 26 June 2020 from the Rural Development Department, as per the guidelines of the 15th Central Finance Commission, the basic basic grant is of untied nature. The said grant is used by the rural local self-government bodies for other necessary matters as per local needs, excluding employee salaries and establishment matters, tied\/tied grant Use of tied grant <\/span><\/p>\n<p><span style=\"font-weight: 400;\">1) Maintenance and repair of sanitation <\/span><span style=\"font-weight: 400;\">and open defecation free local self-government bodies<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 2) Drinking water is spent on water supply, water recharge\/rainwater harvesting, and water recycling.<\/span><\/p>\n<p><strong>R. R (Aba) Patil Beautiful Village Award Scheme-<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Government Decision No.: SMGRAYO-2020\/Pr.No.39\/Yojana-11, dated 20.03.2020, from the Rural Development Department, the name of the Smart Village Scheme has been changed to R. R (Aba) Patil Sunder Gaon Puraskar Yojana.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brief information about the scheme: The main objective of this scheme is to maintain environmental balance, create prosperous villages and coordinate the village level schemes of various departments of the state government by developing the available natural resources through public participation under the R. R (Aba) Patil Sunder Gaon Puraskar Yojana. Every Gram Panchayat has an equal opportunity to participate in the scheme.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Scheme Criteria and Conditions: Gram Panchayats are selected based on criteria, keeping the scoring and transparency. To participate in the scheme, Gram Panchayats with a population of more than 5000, Gram Panchayats adjacent to cities, award-winning Gram Panchayats and other Gram Panchayats are divided and scored accordingly. The scoring method is based on the criteria of cleanliness, management, responsibility, non-conventional energy and environment, transparency and use of technology. A total of 100 marks have been kept for this.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Criteria for selection of beautiful villages: Cleanliness: 1. Individual toilet facilities and usage. 2. Toilet facilities and toilets in public buildings. 3. Water quality inspection. 4. Wastewater management. <\/span><\/p>\n<p><strong>\u00a0Solid Waste Management:-<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">1. Development of infrastructure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 2. Health and education facilities. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3. Effective implementation of Central\/ <\/span><span style=\"font-weight: 400;\">State sponsored schemes . <\/span><\/p>\n<p><span style=\"font-weight: 400;\">4. Self-help groups. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">5. Ban on plastic use.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Responsibilities :-<\/strong> <\/span><\/p>\n<p><span style=\"font-weight: 400;\">1. Regular payment of Gram Panchayat house rent\/water rent collection as well as electricity bills used for water supply and street lights.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 2. Expenditure on backward classes\/women and children welfare\/divyang. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3. Audit completion. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">4. Organizing Gram Sabha. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">5. Social responsibility.<\/span><\/p>\n<p><strong>Non-conventional Energy and Environment:-<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">1. Use of LED lights and conversion of electrical circuits to LED lights <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2. Solar street lights. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3. Use of biogas systems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 4. Tree planting.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"> 5. Water conservation<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>Transparency and Technology :<\/strong> <\/span><\/p>\n<p><span style=\"font-weight: 400;\">1. Computerization of all records of the Gram Panchayat <\/span><\/p>\n<p><span style=\"font-weight: 400;\">2. Facilities being provided to citizens through computerization. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">3. Gram Panchayat website and use of improved technology. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">4. Aadhar Card. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">5. Use of computer programs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gram Panchayats should conduct self-evaluation as per Government Decision dated 21st November, 2016 in Appendix-A and submit proposals to the Panchayat Samiti after getting the approval of the Gram Panchayat. Out of the self-evaluation proposals received from the Gram Panchayats, 25% of the proposals that score more than the marks will be cross-checked by the Taluka-level Inspection Committee of the other Taluka of the Panchayat, under which the Gram Panchayats that score the highest marks are declared as Taluka Beautiful Villages.
